A report on juvenile offenders in the criminal-justice system. Tapes in
California, Colorado, Florida, Massachusetts, New York and Washington, the
program examines how juveniles are tried (sometimes in adult courts) and
incarcerated for offenses that vary in seriousness, and looks at
alternative correctional programs such as community tracking juveniles up,
we may buy some short-term relief, but in the long run we may shortchange
ourselves by giving up on children who could have turned around for good.
