Increasing centralization & professional control of elementary &
secondary education has restricted parental choice & converted
schools into sources of conflict, segregation, & perpetuation of
poverty instead of agents of unification & Americanization.
Higher schooling--colleges & universities--involves a major
redistribution of income from the poor to the current of future
well-to-do. In both areas the solution that would strengthen a
free society is greater resort to market principles, via to-do.
In both vouchers in elementary & secondary education & full-cost tuition plus
