POLICY:

Lake Superior State University provides an Automatic External Defibrillator (AED) program on campus to make early defibrillation accessible to students, faculty, staff, and other persons who experience sudden cardiac arrest on campus.  The procedures contained herein are established to provide a standardized guideline for the use of an automatic external defibrillator by authorized, trained employees (AED operators) at Lake Superior State University.

  1. An Automatic External Defibrillator (AED), located at the Public Safety Office, Health CARE Center, the Taffy Abel Arena, James Norris Physical Education Center, and Arbuckle Student Activity Center. 
  1. The AED shall be used in emergency situations warranting its use by individuals specifically trained in use of this device. 

General Guidelines:

The only Lake Superior State University employees authorized to use an AED will be those properly trained and certified initially and annually in Adult Cardiopulmonary Resuscitation (CPR) and Automatic External Defibrillator (AED) use by a qualified American Red Cross or American Heart Association instructor.  In addition, AED Operators at LSSU will also be trained initially and annually in Bloodborne Pathogen Exposure Control as part of the annual CPR/AED certification and recertification.

Standard procedures, as outlined in the training program and protocol shall be followed while using the AED, unless the employee is relieved by and responsibility for the care of the patient is accepted by a higher competent medical authority recognized by the Sault Ste. Marie Fire Department Emergency Medical Services (EMS), e.g. Sault Ste Marie Fire Department emergency medical technician/paramedic; an AED trained and licensed physician, nurse practitioner, physician assistant, registered nurse.

Location and maintenance of AED’s

  • The AED’s shall be located in: 

              The James Norris Center Lobby

              Arbuckle Student Activity Center

              Taffy Abel Arena.

              Public Safety Office

              Health CARE Center

The type of device, intended use area, plan for maintenance and testing and location of the device on the premises shall be confirmed annually in writing to:

  • Maintenance and testing is conducted as required by the manufacturer.

The LIFEPAK 500 and CR Plus Defibrillators do not require routine maintenance.  Any problems with the unit should be directed to the Department designee.  Once a week the following will be done:

  • Check to make sure that the OK symbol is visible on the readiness display.
    • Check the Use By date on the electrode packed.
    • Check other emergency supplies that may be stored with the defibrillator.
  • Documentation of the maintenance is maintained at the Department for a period of five years.
  • Documentation shall record the date and type of maintenance and the signature of the person performing the maintenance.
  • Public Safety, at the beginning of every shift, checks for AED readiness and document on a flow sheet.  AED readiness means that the machine is ready along with supplies that have been stocked according to the AED Readiness checklist.

AED Use

Note: If AED is not immediately available, perform CPR until AED arrives on the scene.

  • Determine the unresponsiveness of the victim and activate the Emergency Response Plan.
  • Call 911 (9911 on campus) then LSSU Public Safety.
  • Use of the AED is authorized for emergency response personnel trained in CPR and use of the AED.
  • Asses scene for safety
  • Open Airway
  • Check for breathing, if not breathing give two slow breaths
  • Check for signs of circulation
  • If no signs of circulation, apply AED immediately
  • Press the LID RELEASE/ON-OFF button to open the lid; this turns on the AED.  Follow voice prompts.  Do not touch the victim unless instructed to do so.
  • Follow voice prompts to apply electrode pads.  Shave chest hair (if it is so excessive it prevents a good seal between electrodes and skin).  IF the victim’s chest is dirty or wet, wipe the chest clean and dry.
  • Stand clear of victim while machine evaluates victim’s heart rhythm.
        • Shock Advised: Clear area, make sure no one is touching the victim.  The device will indicate it is preparing to shock and begin charging, and then it will prompt: EVERYONE CLEAR-DO NOT TOUCH PATIENT-DELIVERING SHOCK (plus a tone).  Next the device will prompt: SHOCK DELIVERED.  Continue to follow voice prompts.  Device will evaluate the victim’s heart rhythm and shock up to three times.  After three shocks, device will prompt to check pulse (or for breathing or signs of circulation) and if absent, start CPR.  If pulse or signs circulation such as normal breathing and movement are absent, perform CPR for one minute.  Device will countdown one minute of CPR and will automatically re-evaluate victim’s heart rhythm when CPR time is over.
        • No Shock Advised: Device will prompt to check pulse (or for breathing or signs of circulation) and if absent, start CPR.  If pulse or signs of circulation such as normal breathing and movement are absent, perform CPR for one minute.  If pulse or signs of circulation such as breathing and movement are present, check for normal breathing.  If victim is not breathing normally, give rescue breaths at a rate of 12 per minute.  AED will automatically evaluate victim’s heart rhythm after one minute
  • Continue cycles of heart rhythm evaluations, shocks (if advised) and CPR until professional help arrives.  Victim must be transported to hospital.  Leave AED attached to victim until EMS arrives and disconnects AED.
  • Upon Arrival, EMS shall take charge of the victim

LSSU Staff will:

  1. Provide victim information: name, age, known medical problems, time of incident.
  2. Provide information as to current condition and number of shocks administered.
  3. Gather statements from witnesses who are on the scene.

3.   Data following AED use shall be delivered to: War Memorial Hospital Emergency Room and they will down load strips.  The AED should be brought to the ER ½ hour to 45 minutes following the event.  Do not bring down immediately as they are dealing with the patient.  If WMH need the AED brought down immediately they will call and ask that it be brought down.

After Use

  • A Critical Incident debriefing session will be held within 72 hours for all initial responders.

      Contact: AED Program Co-Coordinators from Public Safety, Health CARE Center, and              

       Norris Center Complex.

  • AED data will be downloaded within 24 hours with copies sent to: EMS, authorizing physician (Heath CARE Center) and risk manager.
  • Both the QUIK-PAK electrode pack and the CHARGE-PAK battery charger must be replaced after every use.
  • Contents of attached resuscitation kit must be replaced if used.
  • A Critical Incident Debriefing session will be held within 72 hours for all initial responders.
  • The AED will be cleaned according to the manufacturer’s recommendations.
  • The program Medical Director shall be notified of AED use by the Designated Primary Health Care Provider at the Health CARE Center.
    • A follow up report will be completed if deemed necessary by the Medical Director.
    • A quality improvement review will be done after each AED use by the Designated Primary Health Care Provider of the HCC and the Medical Director.  If necessary, other LSSU staff involved in the incident may be called to participate in the review.
    • Hard copies of reports and any reviews will be forwarded to the AED Program Co-Coordinators and the Director of Risk Management.
  • The AED will be checked and put back in readiness state.
  • War Memorial Hospital ER will print out a strip from the AED with a label attached identifying the patient.  The strip will be provided to use in the designated department (Public Safety, Health Center, or Norris Center) of the AED that was used. 
  • The data will be placed in a designated file for the AED. 
  • The AED will be restocked per AED inventory checklist by LSSU staff.
  • The AED will be cleaned according to the manufacturer’s recommendations.
  • Readiness will be documented by LSSU staff.
