Function and Responsibility
Under administrative direction from the Vice President of Student Programs and Services, responsible for developing, promoting, evaluating and supervising the operations of the Upward Bound Program, which operates as an expendable, restricted fund, receiving yearly operating funds from the U.S. Department of Education.
 
Duties and Responsibilities
Develop, coordinate and evaluate a plan of action to implement an academic, social, recreational, cultural and enrichment program to meet the needs of approximately 75 high school age participants during a six week residential summer session and nine month academic year follow-up; serve as the primary recruiter for the program.

Prepare and administer a yearly budget; complete required reports and write yearly grant proposal; promote the program at the host institution, target schools and in the community; participate in direct contact with students in teaching and counseling capacity; determine stipend eligibility.

Supervise full- and part-time academic year staff and office staff. Ensure opportunities for the professional development of project staff.

Publicize and promote the summer residential program and program services throughout the school year. Prepare news releases, establish a working relationship with target school principals and teachers and inform them of goals for the coming year. Deal with concerns of any involved agencies or individuals as they arise. Discipline students for rule infractions.

Perform related duties as assigned.
 
Qualifications
Bachelorís degree, preferably in secondary education and two years of administrative experience or a year of administrative experience and a year of teaching experience. Strong oral and written communication skills, to facilitate contact with a variety of professionals, school personnel, parents, students and agency personnel. Ability to evaluate and prescribe educational experiences for high school age program participants. Must possess a valid driverís license.
 
Physical and Mental Demands
Adequate physical fitness to be able to sit and concentrate for long periods of time; use of fine motor skills to operate computer; problem solving ability; ability to understand and work with numbers; ability to see, hear, and speak with or without the use of aids to perform normal office tasks and to represent the University in promotional and recruiting activities.
